Responsibilities
Director, Regulatory Affairs reports to the Senior Director, Safety and Regulatory Compliance. The Director, Regulatory Affairs: Coordinates all domestic and foreign regulatory agency inquiries, investigations and regulatory actions involving Continental's flying operations, aircraft maintenance, crewmembers, mechanics, ground services, records, policies and procedures. Exercises regulatory compliance determinations within all operating divisions. Develops and maintains an Internal Evaluation Program (IEP) and effective audit procedures including preparatory internal audits in conjunction with Federal Aviation Administration (FAA), Air Transportation Oversight Association (ATOS), National Transportation Safety Board (NTSB), Department of Defense (DOD), International Air Transport Association(IATA), IATA Operational Safety Audit (IOSA), & Department of Transportation (DOT) inspections. Ensures auditors are oriented and/or trained in principles for the determination of root cause. Direct activities to insure appropriate corrective actions are implemented to correct deficiencies noted during Safety Audits. Direct the execution of the Voluntary Self-Disclosure Program. Reviews regulatory agency activity with Senior Director, Safety and Regulatory Compliance and the Vice President - Flight Operations. Coordinates investigation of Significant Operational Deviations and reported regulatory violations with appropriate departments. Responsible for the audit of Continental Airlines code-share partners. Responsible for procedures, controls and the process measurement regarding staffing of FAA-mandated management positions in accordance with FARs 119.39, 119.65 and 119.67. Responsible to review and determine the regulatory status of the company and ensure to the highest degree possible, that Continental is in compliance with applicable regulations, laws and policies. Maintains databases and other forms of records to track FAA concerns, Requests for Information, Letters of Investigation, Notices of Proposed Civil Penalties and Voluntary Disclosures. Provides assistance and guidance for the resolution of enforcement actions and other regulatory activity. Provides safety, analysis and regulatory compliance support to Continental Micronesia.
Qualifications
Working knowledge of DOD audits, IATA operations safety audits (IOSA), FAA, ATOS program, Internal Evaluations Program (IEP) and previous work with FAA regarding regulatory issues. Excellent verbal and written communications required. College education preferred. Strong organizational skills and capable of working in a fast paced Regulatory environment required. Able to handle highly confidential and sensitive information with complete discretion required. Attention to detail and ability to multi-task required. Ability to prioritize and meet deadlines required. Proven ability to work with all levels of the organization displaying professionalism, confidentiality and good judgment required. Analytical thinking and ability to anticipate future activities and needs required. Excellent documenting, tracking and follow-up skills required. Must be legally authorized to work in the US for any employer without sponsorship.
